HB 825 requires that a court or administrative agency find that it has been given the authority, either as a matter of discretion or obligation, to apply foreign law only if it has been spelled out by the General Assembly.

HB 825 does not assume that Virginia courts currently have the authority to impose foreign law unless prohibited.

HB 825 imposes a legal duty to NOT impose foreign law in our state courts. HB 825 will allow for contracts between U.S. companies and foreign companies using foreign law because contract law is exempted by the U.S. Constitution, which is provided for in the bill. [/sws_grey_box]
